Senior Advisor Planning, Monitoring and Evaluation with expertise in (mainly qualitative and mixed methods) evaluations, PME capacity development, and M&E system design. Cecile has over 25 years of professional experience in the international development sector.
Cecile Kusters is a senior Planning, Monitoring and Evaluation (PME) advisor at Wageningen University & Research, Wageningen Centre for Development Innovation (CDI), where she works since 2002. Cecile has expertise in (mainly qualitative and mixed methods) evaluations, PME capacity development, and M&E system design. She has over 25 years of professional experience in the international development sector. This includes the largest evaluation in the Netherlands, the MFS II evaluation, where Cecile was responsible for assessing a.o. the attribution of organisational capacity development of Southern Partner organisations to Dutch support. This was done in 4 of the 8 sampled countries, with 38 Southern Partner organisations, from 2012-2015. Cecile is currently involved in the evaluation of IDH (Sustainable Trade Initiative); the internal evaluation of the Integrated Seed Sector Development Program in Uganda; the M&E system development of the Kenya Market-Led Aquaculture Program; the M&E system development for Grow Africa; the M&E system development for the International Plant Protection Convention (under FAO); and writing a second book, on Managing for Impact (M4I), an integrated and people oriented approach to planning, monitoring and evaluation. Cecile has also supported the FAO office of evaluation (OED) in the revision of the (project) evaluation guidelines. Furthermore, Cecile was team leader for an evaluation of a food security and health program of Plan Netherlands in Uganda. Another evaluation was carried out of the partnership between Context, international cooperation and ICS. Cecile also provided methodological support to the TMF evaluation of M&E systems. Cecile has been involved in various short and long term assignments, such as the IFAD funded regional programme to support strengthening managing for impact (M4I) in East and Southern Africa (4 years), and institutional development of the National Agricultural Organisation (NARO) in Uganda in M4I. Short term assignments range from coordinator and facilitator of the regular M4I training (since 2002), tailor-made capacity development e.g. for IFAD and FAO, and M&E system development. Her experience lies in Africa, Asia, Eastern Europe and the Caribbean.
Cecile is also an accomplished trainer/facilitator in the area of PME, with a particular focus on CDI’s approach ‘Managing for Impact’ and she has been coordinator of the international courses since 2002. Cecile also organises CDI’s annual ‘M&E on the cutting edge’ conferences (since 2009, http://tinyurl.com/jh96eos). Furthermore, Cecile is the main author of the book ‘Making Evaluations Matter: a Practical Guide for Evaluators’ (Kusters et al, 2011).
Cecile is interested in working with people, loves spending time with her daughter and enjoys Zumba.
